Pour défendre la liberté de recherche et d’enseignement en Turquie

1100 enseignants-chercheurs en danger

L’exécutif turc, gouverné par le président de la République Recep Tayyip Erdogan et la formation politique majoritaire AKP, est entré dans un processus de répression directe des chercheurs, universitaires et intellectuels de Turquie.

Après avoir signé, en tant qu’ « Universitaires pour la paix », la pétition du 10 janvier 2016 « Nous ne serons pas complices de ce crime ! », plus de 1100 enseignants-chercheurs affrontent de vives attaques et des menaces grandissantes, en provenance à la fois de la presse gouvernementale dominante surchauffant l’opinion publique, des responsables politiques du plus haut niveau, des autorités universitaires et de la justice pénale. Ils sont stigmatisés comme imposteurs et faux intellectuels, dénoncés comme traitres à l’État et à la nation, incriminés de complicité avec le terrorisme.

Quels crimes ont commis ces « traîtres », ces « intellectuels assassins » ?

-avoir rappelé les droits garantis par la Constitution et par les conventions internationales à tous les citoyens de la République de Turquie ;

-avoir attiré l’attention publique nationale et internationale sur le couvre-feu imposé depuis des semaines par l’État et l’armée turcs dans plusieurs villes de la Turquie du Sud-Est ­– dans l'indifférence générale de l’opinion publique européenne ;

-avoir souligné que la population de ces villes est empêchée d’accès à l'éducation, aux services publics, aux soins médicaux, à la nourriture, voire à la possibilité d'enterrer leurs proches dont les cadavres sont abandonnés à même la rue ;

Dans son discours tenu à la suite de l'attentat du 12 janvier 2016 commis dans le centre historique d’Istanbul par l’Etat islamique, le président turc a consacré quatre fois plus de temps à menacer nos collègues qu’à dénoncer le danger que représente le terrorisme islamiste en Turquie, révélant ainsi clairement où résident les priorités du gouvernement en matière de sécurité nationale et montrant qu’il ne toléra aucune expression d'opinion divergente.

Sur son ordre, le Conseil supérieur de l’éducation (YÖK) s’est réuni en toute urgence et a décidé de lancer des procédures contre les enseignants-chercheurs signataires de la déclaration, annonçant que le nécessaire sera fait. Des dizaines d’universités ont depuis lancé des procédures internes contre des membres de leur faculté. Depuis, les procureurs de justice ont été saisis. Il a été annoncé que tous les signataires seront poursuivis pour insulte à la nation turque et à l’Etat turc (code pénal TCK 301) et pour propagande en faveur d’organisations terroristes (TMK 7)*

La réaction répressive de l’État s’est aussitôt démultipliée par l’action publique des courants islamo-nationalistes soutenant le pouvoir. Les appels à la violence et les menaces contre nos collègues s'enchainent. Des milieux d’extrême-droite proches du gouvernement appellent ouvertement au meurtre collectif des signataires, annonçant qu’ils vont « baigner dans le sang » de nos collègues égorgés.

Les incriminations venant du sommet de l’État, et les appels à la violence de l’extrême-droite sont les deux volets d’un même programme de terreur. On observe une division du travail entre la politique d’intimidation du gouvernement et les demandes de passage à l’acte de certaines fractions de la société turque.

La violence perpétrée contre les signataires de « Nous ne serons pas complices de ce crime ! » s’inscrit dans la continuité de la politique que poursuit le pouvoir AKP depuis des années contre des enseignants-chercheurs exerçant leur pouvoir critique sur des sujets réputés « sensibles ». D’innombrables collègues ont payé – et continuent à payer – un prix exorbitant pour leur engagement intellectuel, et pour honorer leur profession et sa grandeur. Dans cette atmosphère de haine entretenue par l’exécutif, le temps est compté avant qu’un prochain crime soit commis, à l’instar de l’assassinat du journaliste et écrivain Hrant Dink en janvier 2007, voire qu’une répression démesurée ait lieu avec des arrestations massives dans les rangs des universitaires.

Au moment où les États européens recherchent une coopération étroite avec la Turquie pour résoudre (en vain) la crise des migrants, la politique de haine contre nos collègues risque d’être passée sous silence. L’opinion publique européenne et les gouvernements des Etats de l’Union doivent avertir solennellement la Turquie des conséquences d’une telle politique répressive entretenant un état de guerre civile.

Nous estimons pour notre part que l’avenir de la société turque, et des sociétés européennes, dépendent d’initiatives comme celle des Universitaires pour la Paix et de l’affirmation d’une recherche indépendante et critique.

Nous saluons le courage de nos consœurs et confrères de Turquie et leur exprimons notre solidarité. C’est leur engagement civique, leur responsabilité morale et leur liberté de recherche et d’enseignement qui garantissent aujourd’hui la démocratie dans leur pays et en Europe.

Nous, enseignants-chercheurs de Turquie, nous ne serons pas complices de ce crime !

L’État turc, en imposant depuis plusieurs semaines le couvre-feu à Sur, Silvan, Nusaybin, Cizre, Silopi et dans de nombreuses villes des provinces kurdes, condamne leurs habitants à la famine. Il bombarde avec des armes lourdes utilisées en temps de guerre. Il viole les droits fondamentaux, pourtant garantis par la Constitution et les conventions internationales dont il est signataire : le droit à la vie, à la liberté et à la sécurité, l’interdiction de la torture et des mauvais traitements.

Ce massacre délibéré et planifié est une violation grave du droit international, des lois turques et des obligations qui incombent à la Turquie en vertu des traités internationaux dont elle est signataire.

Nous exigeons que cessent les massacres et l’exil forcé qui frappent les Kurdes et les peuples de ces régions, la levée des couvre-feux, que soient identifiés et sanctionnés ceux qui se sont rendus coupables de violations des droits de l’homme, et la réparation des pertes matérielles et morales subies par les citoyens dans les régions sous couvre-feu. A cette fin, nous exigeons que des observateurs indépendants, internationaux et nationaux, puissent se rendre dans ces régions pour des missions d’observation et d’enquête.

Nous exigeons que le gouvernement mette tout en oeuvre pour l’ouverture de négociations et établisse une feuille de route vers une paix durable qui prenne en compte les demandes du mouvement politique kurde. Nous exigeons qu’à ces négociations participent des observateurs indépendants issus de la société civile, et nous sommes volontaires pour en être. Nous nous opposons à toute mesure visant à réduire l’opposition au silence.

En tant qu’universitaires et chercheurs, en Turquie ou à l’étranger, nous ne cautionnerons pas ce massacre par notre silence. Nous exigeons que l’Etat mette immédiatement fin aux violences envers ses citoyens. Tant que nos demandes ne seront pas satisfaites, nous ne cesserons d’intervenir auprès de l’opinion publique internationale, de l’Assemblée nationale et des partis politiques.

We will not be a party to this crime!

As academics and researchers of this country, we will not be a party to this crime!

The Turkish state has effectively condemned its citizens in Sur, Silvan, Nusaybin, Cizre, Silopi, and many other towns and neighborhoods in the Kurdish provinces to hunger through its use of curfews that have been ongoing for weeks. It has attacked these settlements with heavy weapons and equipment that would only be mobilized in wartime. As a result, the right to life, liberty, and security, and in particular the prohibition of torture and ill-treatment protected by the constitution and international conventions have been violated.

This deliberate and planned massacre is in serious violation of Turkey’s own laws and international treaties to which Turkey is a party. These actions are in serious violation of international law.

We demand the state to abandon its deliberate massacre and deportation of Kurdish and other peoples in the region. We also demand the state to lift the curfew, punish those who are responsible for human rights violations, and compensate those citizens who have experienced material and psychological damage. For this purpose we demand that independent national and international observers to be given access to the region and that they be allowed to monitor and report on the incidents.

We demand the government to prepare the conditions for negotiations and create a road map that would lead to a lasting peace which includes the demands of the Kurdish political movement. We demand inclusion of independent observers from broad sections of society in these negotiations. We also declare our willingness to volunteer as observers. We oppose suppression of any kind of the opposition.

We, as academics and researchers working on and/or in Turkey, declare that we will not be a party to this massacre by remaining silent and demand an immediate end to the violence perpetrated by the state. We will continue advocacy with political parties, the parliament, and international public opinion until our demands are met.
